The four kinds of outsourced payrollOutsourced payroll comes in four shapes.

Outsourced payroll comes in four shapes. Payroll software you operate yourself, where the software calculates and files but you enter the hours and fix the mistakes. A national payroll processor, which runs payroll for thousands of employers on its own platform, at a per-employee fee. A local CPA or accounting firm that runs payroll as a side service to the return. And a bookkeeping firm that runs payroll inside the same engagement as the books, so the wages, taxes and liabilities in the ledger come from the same hands that filed them.

The right one depends on how many employees you have, how many states they are in, and whether anyone is keeping the books. The table matches common situations to the kind of provider that usually fits.

Your situationWhat usually fitsWhy
One to three employees, one state, you keep the books yourselfPayroll software you operateThe filings are automated and the volume is small enough to check by hand
Ten to fifty employees, several states, an office manager runs HRA national payroll processorMulti-state registrations and benefits deductions are its routine work
A CPA already prepares the return and the books are simpleThe CPA firm's payroll serviceOne relationship, as long as the firm actually wants the work
Five to fifty employees and nobody is keeping the books properlyA bookkeeping firm that runs payroll, such as SF Business SolutionsPayroll, books and the return come from one team, and the ledger always ties to the filings
Contractors only, no employeesNo payroll service yetYou need 1099-NEC forms by January 31, not a payroll run
What every payroll service must doWhoever runs it, payroll is the same set of federal obligations, and the IRS pages read on 25 October 2026 set them out.

Whoever runs it, payroll is the same set of federal obligations, and the IRS pages read on 25 October 2026 set them out. Employers generally must withhold federal income tax, Social Security and Medicare taxes from wages, and pay federal unemployment tax from their own funds. Federal tax deposits must be made by electronic funds transfer, on a monthly or semi-weekly schedule set before each year begins.

The filings follow a fixed calendar. Form 941 is due at the end of the month after each quarter, on April 30, July 31, October 31 and January 31. Form 940 and the W-2s are due by January 31, and 1099-NEC forms for contractors must be filed with the IRS and given to recipients by the same date. States add their own withholding and unemployment filings on top.

What a missed deposit costsThe reason to outsource is less the arithmetic than the deadlines.

The reason to outsource is less the arithmetic than the deadlines. The IRS failure to deposit penalty page, read on 25 October 2026, sets the penalty at 2% of your unpaid deposit when it is 1 to 5 calendar days late, 5% at 6 to 15 days late, 10% when more than 15 days late, and 15% when still unpaid more than 10 days after the first notice. A service that deposits on schedule and can show you the confirmation is worth more than a lower monthly fee.
